FY 2007-08 Merit-Based Program for Non-Represented Staff

Members, Management Forums

I am pleased to announce guidelines for implementing the October 2007 merit increases for Policy-Covered Non-Represented staff.  The merit increases are effective October 1, 2007 for monthly paid employees and October 7, 2007 for biweekly paid employees.

As in the past year, we will again be using the University-wide Web-Merit System to process this merit cycle.  Department representatives and the designated EDB preparer for your area have access to this application.  If you do not know who in your organization has access to this application, please contact the EDB preparer for your group or myself.

The fund pool for merit increases for policy-covered staff is 4%.  Attachment A may be used as a tool to assist you in determining your merit recommendation.  Departments must stay within the approved 4% cost control.   See Attachment B for Guidelines.

IMPORTANT PROCESSING DEADLINES

  • Friday, September 21, 2007 -- The system is available for review and data entry.

    • If you do not have access to this system, the EDB preparer for your area has been instructed to send you an excel spreadsheet listing all the eligible names.

  • Monday, September 24, 2007 -- Excel spreadsheets will be sent to appropriate managers for review and recommendations

  • Friday, October 5th   – The spreadsheet with employee merit recommendations (including performance evaluation rating and date on which conducted) must be returned to your EDB Preparer for entry

  • Tuesday, October 16th – Web-Merit System is closed to departments and EDB preparers

The new rate and retroactive increase will be on the November 14th paycheck for bi-weekly and November 30th for monthly covered staff.

SALARY STRUCTURE ADJUSTMENTS and MERIT INCREASES

The following open range salary structures will be adjusted by 4% effective October 1, 2007. See Attachment C for new ranges.

  • Management and Senior Professionals (MSP- Grade 1-9)

  • Professional and Support Staff (PSS Grade 1 – 7 and PSS Grade A – D)

  • Information Technology Professionals (Grade 1-7)

Salary range structure adjustments for non-represented Health Care and Patient Care (related 99) titles vary as determined by market.

PERFORMANCE EVALUATIONS

Written performance evaluations should be completed in accordance with Personnel Policies for Staff Members (PPSM) 23 and the Health System Policy and procedures.

All correspondence related to the October 2007 merit process (including the link to the Web-Merit System) will be on our web site under “What’s New” at http://hr.healthcare.ucla.edu/05_home_emp.html.

Please let me know if you have any questions.
