Re:     Final Guidelines for Salary Plan for Policy-Covered Staff (FY 2005-06)

We are pleased to announce that the guidelines for implementing the Staff Salary Plan for Fiscal Year 2005-06, effective October 1, 2005, have been finalized and are ready for implementation for Policy-Covered (non-represented) Staff.  Salary actions for exclusively represented employees are determined in accordance with applicable collective bargaining agreements and/or meeting-and-conferring as appropriate under the Higher Education Employer-Employee Relations Act (HEERA).

SALARY STRUCTURE ADJUSTMENTS

Consistent with University-wide action, the salary ranges in the following open range salary structures will be adjusted by 3.5% effective October 1, 2005.

Management and Senior Professionals (MSP)
Professional and Support Staff (PSS)
Information Technology Professionals (ITP)

The new salary grade ranges are on our website under Grade Tables at http://hr.healthcare.ucla.edu/tpp/tppselect.asp.

SALARY INCREASES FOR STAFF IN MERIT-BASED PAY PLANS

The fund pool for merit increases for policy-covered employees is 3.5%, effective September 25, 2005 for those on a bi-weekly pay schedule and October 1, 2005 for those on a monthly pay schedule.  In order to be eligible for a merit increase, employees must have been on payroll by April 1, 2005 and have a performance rating of “satisfactory” or above.

Employees in healthcare related titles that are policy-covered (e.g., ANII's, Respiratory Therapists III) are also eligible to participate in the 3.5% merit pool.

The HR Web-Merit application will be available for review and processing merit recommendations on September 23, 2005. The schedule of deadlines for  implementation and guidelines can be found on our website under News at  http://hr.healthcare.ucla.edu/06_header_emp_news.html 

PERFORMANCE EVALUATIONS

In accordance with the hospital performance evaluation policy and with Personnel Policies for Staff Members (PPSM) 23 and Hospital Policy 7000, written performance evaluations should be completed.

SPECIAL SALARY EQUITY FUNDING

As part of the salary program for policy-covered staff employees in Fiscal Year 2005-06, departments will be able to address salary equity needs, including significant market lags and individual salary equities.  The Office of Academic Planning and Budget will be allocating State funding to the Deans and Vice Chancellors, effective October 1, 2005, to support this program based upon the number of eligible employees in policy-covered positions.  It is expected that departments with non-State funded operations will provide equivalent funding for the same purposes.

Compensation Services is available to provide analytical support and consultation services upon request for review of salary equity recommendations.
